Police will come up and "informally interview" you when they would like to ferret out anything that could be used as reasonable articulable suspicion that you are about to, have just or are committing a crime. Do not engage in informal interviews by police for any reason. Once they have RAS they will then proceed to detain, question, arrest, search you to collect evidence to support your prosecution for that and any other crimes they might find during their investigation. You should not speak to any police and you are under no obligation to do so. You are not obliged to let them shine flashlights into your pupils, check your breath, "take a look in your bag to see if you have anything illegal on you" - NONE OF THAT. If you have a question whether or not you are obliged to, ask the officer "Am I being detained?" if they refuse to give you a direct answer, you are being informally interviewed and are not being detained, you are free to go. The only things you should say to a police officer are: "AM I BEING DETAINED? I do not consent to interviews or searches. and AM I FREE TO GO?" Say this over and over and nothing else and the police officer will understand that you understand your rights and you will not willingly participate in your own potential incrimination during a suspicionless encounter. Discontinue the uninvited encounter and go immediately away from the police.
